Broken links, or what some people may call Link Rot occurs when a page that you
link to, (internally on your own web site), or externally to other web sites fail
to be found.
This will usually happen if the link has changed or moved, etc...
Some web sites may provide a re-direct to the new moved page and this can help,
but some other web sites may not.

This also has an impact to anyone linking to your site. If a link to your site
content is not able to be found then the site linking to you page, giving you
visitors', may just remove that link, (this may be done automaticity), this
could lose you visitors and have a negative impact on Google PageRank®
