Web sites which have content scraper, (copied), from other web sites.
They may even pay, (usually relatively small amounts), for content to add to there web sites.
This will usually try to use software to collect content from other web sites which can result in Duplicate Content or poor quality content.
These site are set up with the main aim of trying to generate an income via ppc adverting on them.
While "Content is King," this relates to original unique content. A Content Farms may use Scraper Sites or other methods, (even paid for content), to try to add content to there web sites.
This method is said to reduce quality of web site. Google® is striving to improve to bring about a better user experience.

Some coding techniques are used in such away to try to reduce the duplicate content issues that may occur, search engines are getting better at discovering this and removing, or limiting such web sites from their listing.

If your site uses User Generated Content you make have to be increasingly careful not to contain Duplicate Content or to become a Content Farm.
Do not publish without permission or you may be in breach of Copyright.
There could be legal issues if you do generate enough visitors to be able to sell your service to anyone else a legal, (even with disclaimers where used), could result. The contributors may believe they are entitled to a percentage of any sale because thy may feel they have made the site successfully and wroth any sale.
