Google is given a separate section because it is recognised as one to the major providers of website visitors at the present time.
The term Page Rank is derived from Larry Page one of the co-founders of Google. The idea, (like all good ideas, is simple). The more sites link to your site the better your site is believed to be and the higher the ranking it will be given from 0 to 10.
The higher your Page Rank® the higher the website listing. The higher your website listing the more users are likely to find and follow your website link to your site. It is said that many users do not look past the first three or four pages within search engine results.
The actual formula Google use maybe more complex that that described here and is subject to change without notice. Google are more strict with Page Ranking than outlined here because of the tendency for sites to exchange links just to try to boost their PageRank® with Google.

It may look daunting to non-mathematicians, but the PageRank® algorithm is in fact elegantly simple and is calculated as follows, (this formula may be well out of date now):
PR(A) = (1-d) + d (PR(T1)/C(T1) + ... + PR(Tn)/C(Tn))Where PR(A) is the PageRank of a page A
PR(T1) is the PageRank of a page T1
C(T1) is the number of outgoing links from the page T1
d is a damping factor in the range 0 < d < 1, usually set to 0.85
The PageRank® of a web page is therefore calculated as a sum of the PageRanks of all pages linking to it (its incoming links), divided by the number of links on each of those pages (its outgoing links)
The Google PageRank® algorithm may be subject to change at any time without notice.
Swapping links with other websites will help improve your Google PageRank® but this should be done with extreme care.

Important note about Google PageRank®. Google may penalize websites which add too many links, (unknown how many this is), at once. This is because these adding too many links may appear as if they have been added artificially and not added by genuine users, which is the aim of Google PageRank®.

With so many websites listed at Google the range of 1 to 10 may not be that helpful as a true guide to how good a website is. Anyway how good a website is depends on your personal preference and whether or not a particular website provides you with the information you are seeking.
You may increase your website visitors by increasing your ranking This could result in a positive feedback loop i.e. the higher your rank the more visits you get, the more visits you get the higher your rank.

Some users state that Page Rank is generally considered worthless as an SEO, search engines optimization factor because all that Page Rank measures is backlinks, (link to your website). Your Page Rank is a relative indication of how many links are linking to your website and how good those links are, (their Page Rank). Your site has, weighted based on the Page Rank of the pages linking to you, which in turn is based on the page rank of the pages linking to them and so on. This gives no indication whatsoever of how relevant Google will find your site for a specific search query, although it is a factor.
There are some who state that Google do not like to list website which have paid for links, and may even remove the Google PageRank® of those sites. This is related to the Google PageRank® system which is based on Organic Search results and not paid results.
It is generally not recommended that you spend too much time, effort or money on just trying to improve your Page Rank. Using other Advertising Methods may have a better Return On Investment with a larger Conversion Rate
