This term refers to Spamming Blogs.

Here the term Spamming is posting too much and/or too often especially in the hope to drive traffic back to your own websites.

This also could be posting irrelevant of poor quality issues to Blogs.

Splog may also be Blog sites created with the main purpose of the producer obtaining visitors to there Blog website where they are promoting affiliated or PPC links or in the hope of increase the search engine rankings.

Advice: Don't spam Blogs, Splog. Spamming may get your site banned from being listed or used. It could also make you very unpopular with genuine bloggers.
